I use DVD Remake PRO for all my DVD editing needs. I then shrink them down with DVD Rebuilder PRO and CCE.

Yes, JPG will be smaller for photographic stuff (like your surfer), but for say a pic of a window where there is no video (e.g. a DVD Shrnk window without the preview playing), a PNG will be much smaller.
