Doesn't TMPGEnc require that you purchase THEIR MPEG2 plugin?

Pegasys Inc., the company that sells TMPGEnc doesn't have an MPEG2 decoder available at all, for sale or otherwise.

You could try this, Stinky's mpeg2 codec or DScaler if you don't have any DVD player software like WinDVD or PowerDVD.
