        try mpeg encoder

Imtoo MPEG encoder is a avi to DVD conversion software. It supports converting various avi file to DVD format file. Its conversion is at double speed as it supports multi-thread CPU.

            your guide is pretty good.
before i got my dvd burner,i did lots( ~ 40) of vcds for my kid using tmpgenc.
i had tested all encoders(big patience here) include the great and famous CCE(2.5 and 2.66 versions) but it's good only for mpeg2.
crazy things i did with tmpgenc like 720*480 mpeg1 and the result is cool.

Well It was already said but not really....

Nerovision express 3/4 is the Nero component that can do this job...

Most Users out there have Nero and wilst no software is bug free Nero are very compreensive perhaps some say too compreensive....

If you have a legitimate copy(Feck off you pirating whatsits) you will benefit of the true power that even swaded DVD shrink's author to work for them and produce Nero Recode.
