Is it possible to re-encode a divx DVD rip to be a smaller file size (to fit on 700MB CD-R) without losing quality? Or am I screwed? Thanks.

You could use those discs, provided your CD-burner is recent enough. There is a list that you can have a look at and determine whether your burner qualifies to use these discs: www.disc4you.com/news/99min.htm
