Jerky playback of encoded DVD

Hi, I have downloaded various avi files and find that after I have encoded them using TPGMenc that the playback can appear a little jerky at times.
Is this to be expected or is there some setting I can change to improve on this. I have tried encoding using both CBR and VBR but find the results the same.
Is there a codec which can improve this.

i have noticed that sometimes when you encode, say a PAL dvd to an NTSC avi you will get what you describe, the change in frame rate may cause a jitter every now ant then, try keeping the encoding in all the same standard.
