Hardware or Software encoding? which ones betteer?

I wrote a long post, had to re loggin and gone was the post, so I'll be brief, sorry

my computer spec... p4 3.4E, 2 GB ram, 200 Gb HD. soon to be OC'd with watercooling.

I'm lookin for quality in the encoding for DVD's, willing to spend $175 for a capture card (looking at this one at the moment - http://www.tigerdirect.com/applicati...Tab=0&NoMapp=0). I have video from both Digital Cam and VHS that I'd like to put to DVD.

    my question...
Is hardware (nothing pro, under $175) better than software encoding?
Is the difference noticable? noticeable enough to spend $175 for the hardware? if so, which hardware (A/V inputs, internal-external dont matter, 4-Pin DV input is nice but not necessary) is good for under $175. The one i was looking at? good? no? How about the Plextor ConvertX M402? no 4 pin but it's all ok.
If hardware isn't that much better, or if software is better, what video to USB cables are good? or are they all generally the same in terms of transferring the signals to the computer?

i know hardware encoding time doesnt compare with software encoding time, but time doesn't really matter to me. I'm hoping my computer will come through.

Any help is appreciated, thanks and keep up the good work.

No USB. Firewire, or hardware encoder.
