Question regarding VCDs

Hi...this is my first time posting here.......

Ok i m completely new to this and i was just wondering if there was anyway to create a vcd (with Windows XP) when the resolution in no the right size. Due I have to convert this, or is there an easier way? O yeah, I was also wondering which is the best program to create a VCD with Windows XP

Any help would be greatly appreciated

I have had good results with the straight-forward avi --> vcd conversion process by Nero. However, it has trouble converting videos that have an aspect ratio of 16:9 and I would like to know if Nero actually has an option to add bars at the top and bottom so that it can achieve the correct VCD aspect ratio.
