What program can i use to make my video file 700mbs (divx of course).is there anything out there that i can just click 700mbs on it and it then encodes to that size??

assuming your source is a dvd/mpeg-2, get "autogk" (AKA "autogordian knot" from http://www.doom9.org

there are also guides available at that site (though you probably won't need them due to the user-friendlyness)
