if the vcd is a .dat file use ISObuster to extract the mpeg file. if this mpeg file is a compliant dvd mpeg 1/2 use Tmpgenc dvd author or similiar to author and then burn to a blank dvd disk.

mucin! tigerman8u already showed you the instruction. First, you can download IsoBuster Pro 1.8 at http://www.isobuster.com/. Unfortunately this app is not freeware ($25.95 US). Second, if all of your VCDs are MPEG-1, 352x240, 29.97 fps, you can use TMPGEnc DVD Author to author your MPEG-1 files for buring into DVD without converting them into MPEG-2 (by doing this way, you can have several VCDs fit in 1 DVD.) Third, VCD is video written on a CD, by exploring a VCD, you can see there are several folders and the only folder stored actual MPEG-1 files (.dat) is the folder name MPEGAV. In order to get a compliant MPEG-1 files, you need IsoBuster and this link will show you how:
