    Interlaced and Progressive Encoding

WHat does Interlaced and progressive mean?
I know that interlaced is when the lines dont meet and there is aliasing resulting in motion playback which results in shimmering, although not noticable on CRT TV. IS
    NTSC-PAL=interlaced
    PAL-NTSC=interlaced
    FILM-NTSC=interlaced, progressive?
    FILM-PAL= interlaced and progressive?
Why dont they use progressive instead of interlaced?
