Newbie Question - DVD to AVI encoding

I have a PAL DVD recorded from a HDD Recorder in Standard Definition TV, I want to convert the vob file to avi, preferably with specs similar to this:

Duration : approx 25 mins
File size : preferably 250MB or under
Resolution: 720x576
Framerate: 25fps
Video Codec: XviD 1.0.3, bitrate - 1317kbps
Audio Codec: MP3, bitrate - 192kbps 44KHz CBR Audio

What can I use to get these kind of results? Or just a very high quality rip which isn't too large a file.

i'm encoding a hdtv stream to xvid right now, the same method for sdtv

if you don't like the above method, use 'gordian knot', excellent guides at http://www.divx-digest.com

its the 'dvd-->xvid with gordian knot' guide. will give the best quality possible IMO
