What is a TS file?

While scouting various newsgroups for Sopranos episodes I'm missing, I found one in an HDTV group. The files have a "TS" extension. I don't have a DVD burner, so I need to convert this into a VCD format.
Can this be done, and if so, how do I do it?

Also, I've never come across TS files before. Is that an HDTV proprietary thing?
