So I finally got my Firewire card and I tried to hookup my Panasonic gs-19 up with. I have windows XP and after I installed the card it recognized all the new hardware and everything. So now I go to Windows media player and try to capture video and it works up to the point where I click capture video. The ni get an error saying "the specified DV device is not responding" what could it be? I have my camera running off AC power and all conncctions are plugged in and the tape is rewound.

I would never use Windows Media Player to capture video. You have firewire card installed cprrectly and the camcorder is detected. I recommend a free but nice video capture software called WinDV. Please download and try it from the link below:
WinDV is a small and easy to use Windows application for capturing videos from DV device (camcorder) into AVI-files and for recording AVI-files into DV device via FireWire (IEEE 1394) interface.
