I'm trying to put together a DVD of video clips (from my camcorder). Is it better to compile them as one track with chapters with a chapter menu, or each clip as a track so that each section can be accessed from the main menu.

I don't think it matters all that much. If muxed correctly, you will not get any delay on the "play all" feature (which will play the whole VTS at once and is simple to author from PgcEdit).
To construct a play all title form separate clips in separate VTSs will require more authoring and a knowledge of the VM commands.
So, I'd make them all separate titles in a single VTS. However, beware many authoring packages will want them to be in separate VTSs.
