Do you mean MPEG-1 Audio Layer II? It's a sub-band audio encoder which is less efficient than MP3 on low bitrates (lower than 256 kbit/s) but better than MP3 on high bitrates (from 256 to 384 kbit/s). MPEG-1 Audio Layer II is usually used as audio format in DVD-Video, VCD, and SVCD
