What are PGC's?

I see this option in the software programs to remove PGC's. What are they and why do I need to remove them?

PGCs are ProGram Chains.

Program Chain (PGC)
In DVD-Video, a collection of programs, or groups of cells, linked together to create a sequential presentation.

Annoying PGCs are like the FBI warning, this movie was shrunk to fit your screen, etc., etc.
