    Can't help you with copying commercial (video) DVDs, due to forum rules and probably illegality where you are. But for copying and burning data DVDs or unprotected video DVDs, there are many tools to do it. The commercial Nero suite, for example, includes both Nero Recode for copying non protected video DVDs and Nero Burning ROM for burning all kinds of DVDs (as well as Nero Vision for making your own DVDs with menus).

    There is also DVD Rebuilder for making high quality video DVD backups (again non protected only), DVD2one and lots of others. For free burning software, there's ImgBurn DVD folders and images. This page should give you some more links to free multimedia creation/burning software:
