frame server at virtual dub doesn't works, why?

I was looking for a program who insert subtitles in video files and i found how to do it here. I'm using the virtual dub to insert subtitles with the vobsub pluggin but when i start the frame server (i don't know why i've to use this) a little windows appear and nothing more happeness. I did everything like i saw in this forum and it doesn't works. What i did wrong?
I'm brazilian, 'cause this my english is poor.
