I need a tool that can change the ratio of an AVI flic

Hi,
I need a tool that enables me to change the ratio of an AVI flic. It was compressed in a deformed ratio (I`ve tried it in several players and it`s not the player`s settings) and I want to adjust it.

media player classic will let you change the aspect ratio WHILE VIEWING, so no re-encoding will be neccessary
