For sure the default is 500 or 600 and if this is the rate that is being applied to your bad scenes, you might like to raise it a tad.

Can you post your .avs script, are you using blockbuster filter ???

The blockbuster filter is proven to get rid of those blocks in darker areas and even in underwater scenes (strong blockbuster).

Try it.

I am more versed with the scripting since I use it with TMPGEnc but how this will react with DVD-RB is yet to be seen.(I dont use DVD-RB)

Use this before you resize or initially

Blockbuster(method="noise",detail_min=1,detail_max=3,variance=0.1,seed=1)

Use this after you resize and before adding the borders to your video.(if you do that via a script). This will give a strong BB filter, which normally is not required.
