AVCD is this enhanced vcd or what?

I'm wondering about his new audio vcd's that are coming out of record stores. Kylie minoque is an example whereby the album is a combination of audio music and vcd ( music video ). Is this a new vcd or svcd or enhanced? How do you create avcd's and what software to use. Check out BLUE album too from EMI.
