    re-encoding

Not sure if it is possible or not, but I have a mpeg that I wish to make a VCD. Actually, I all I need to do is just burn it, the problem is im about 16 or 17 MB to big to fit on one CD-R. Is there anyway I can actually re-encode the file , like bring the video bitrate down or sometin ?

What is the size of your mpg file? If you burn as a vcd in most cases, if the mpg file is under 80 minutes, regardless of the size it will burn.

From the information you've provided you should be able to succesfully burn the mpeg file as a vcd to a single 700 mb cd

                74min

and do not consider it's size.(because the padding in mpeg file can lost some space)but it's playtime.I do it with 74min CD-R can store 73:30 min content almost.
