MP3 to WAV

I have an AVI with MP3 sound how do i convert this to MPg is there a tool for converting MP3 to WAV, or a way to just convert the whole AVI to VCD with out having to separate the audio ??

If the audiotrack is CBR Mp3 just load the .avi in TMPGEnc and make VCD

If VBR Mp3 load file in VirtualDub

Set Audio tab to Full Processing Mode
Select Conversion 44,100Hz
Set Compression to Uncompressed PCM
Save WAV...
