Newbie- TMPGEnc questions

When I want to make VCDs from xvid files that i got from the DAP do I want to change the the format to interlace and NTSC or just leave it in VGA. Because both work when I burn the VCD they appear to be the same. And also does using noise reduction really help that much? and does anyone know if the Panasonic XP-50 DVD player supports SVCDs? THanks
