Best Codec to make sure the person has it?

When creating a Video what is the Best Codec to use to make sure the person I give it to will have it on their computer....

I keep having to recreate videos and burn them again....

the codec most people have is the microsoft
mpeg4 codec V2. this comes automatically with
the windows mediaplayer.....and since windows 98
