pal to ntsc vcd is it region free

hey all, if i make a pal to ntsc VCD with TMPGEnc
will it be region free ?
as i want to send it to a friend in the states who has a panasonic dvd-rv32, when i checked this dvd on the other site it says it should play VCD.

Are vcd's region free anyway ?

i have been trying to search for this answer in the search function of the forum but nothing seemed to show up

    thanks bruce

hey all, i just got an email from my friend in the states, saying the VCD i made did not play in her DVD player.

    this is what i did

I recorded the avi on my PC in PAL. (australia)

I used the wizard in TMPGEnc to make a NTSC vcd mpeg file
i left everything in default settings.

I assume TMPGEnc will do the PAL to NTSC conversion OK

I then burnt a small 3 1/4" 210 meg CDR with the file useing the program that came with the burner, and tested it on my DVD player.

It worked fine on my machine , but my machine will play any format, any region.

I beleive some DVD players will only play CDr or CDrw
can anybody see anything i may have done wrong ?
or any settings that need changing
or suggest a better way of what i am doing
    thanks any help appreciated
    bruce
