The BIN/CUE files is'nt a compression format, but an image file set. The BIN-file contains the image and the CUE-file contains information about the image. To make it you can use CDRWin to create an image of your disc(s).

If you need to compress the files use WinRAR or WinACE...

      CUE/BIN and compress

You may use VCDEasy software to read one or .MPG file(s) to create a CUE/BIN set...then use that program to also burn the CUE/BIN set to your CD. This software utilizes the functions of VCDImager and CDRDAO command line tools.

I you don't use Windows then a differenct copy of VCDImager and CDRDAO could be downloaded.
GNU VCDImager is the complete solution for authoring (Super) Video CD images and reversing the process
