Problems Making a VCD w/ TMPGEnc

I've been using DivX for quite some time but I'm new to making vcds. So, I went to various sites for tutorials and most of them suggested TMPGEnc. When I tried to open the file, it said it was an unsupported format. I played around with all the workaround tweaks the tutorial suggested and tried it in PAL NTSC and NTSC film mode, and it still wouldn't work. It also says it's an invalid file when i try to use Nero. The funny thing is that it plays fine in DivX. (BTW, I downloaded the newest codec, the 4.x and the 3.x codecs. However, I couldn't download Nimo as the site was down.)
Any help would be greatly appreciated.

try to convert the divx audio which is most likely an mp3, into a wav..then load the video by itself into tmpg , then the wav file.
