svcd quality loss is it nero

after encoding dvd using dvdx2.0 i have written as svcds using nero and the quality decreases. after encoding and saved as mpeg2 for svcd .By running through tmpgenc is this to preserve the quality before writing svcd.is it nero that is degrading the quality. I have tried almost every output setting in dvdx and it does not make a noticable difference.i have read the forums and have the answers i think.can someone just confirm for me please.

Perhaps try VCDEasy. It'less toxuc than NERO
