Help with AVI to VCD MPEG needed

Here are the specs of the avi file I want to convert to a VCD mpeg file -

Resolution: 688 x 288
Color Depth: 32 bit
Frame Rate: 24.032 per second
Audio Sample Rate: 44100 Hz
Length: 1:03:49

I want to convert this to a VCD file at 23.976 frames per second. I've used many programs (EditStudio, TMPG) to try to do this, but something goes wrong, whether it be the video freezing while the audio continues, or if the audio and video are not synchronized. Does anybody have any detailed recommendations?

Also, I want the video to end up like widescreen DVD's (with the black bars at the top and bottom because of the aspect ratio), keeping the aspect ratio of the original video the same (obviously there have to be some black bars and stuff).

AVI to VCD

Mate I read in RickyGuides that there can only be 2 frame rates if I understand it correctly and thats 25 for pal vcd and 29. something for nstc. Maybe you could check out this address
