Audio problem after DVD to VCD encode

I used Flaskmpeg 0.594 to convert DVD to VCD a message at the end of 9 hours reads. MAY NOT PLAYBACK CORRECTLY TRY REDUCING VIDEO BITRATE OR INCREASE VIDEO AND AUDIO STARTUP DELAYS.
The sound has came out like tearing paper when the volume reaches its highest point (like when theres an explosion)

What plugin are you using?

For conforming VCD, set Video bitrate to 1,150Kbps and Audio bitrate to 224Kbps (Audio frequency to 44,100Hz)...

Thanks for that I konw the defaults are no where near that

The plugin I think is bbmpeg as advised in the Rickyguides
