    After loading your file into TMPGEnc, change the size settings under BOTH "Video" and "Advanced" ("Centered Custom Format") to 352x240 (or 352x288). Under the "System" tab, change the default setting of "MPEG1" to "MPEG1 Video CD"

    If you're in the NTSC world, under "Advanced", select either "NTSC 4:3 (704x480)", "NTSC 4:3", or (if widescreen with borders) "NTSC 16:9". Under "Video", select either "NTSC 4:3", or "NTSC 16x9" (matching the ratios of the selection made under "Advanced".

    If you're in the PAL world, use the available similar PAL settings.
