(Super)Video-Cd's dont have as good compression as the mpeg-4 codec and so they require more space for good quality.

"can I reduce this w/out loosing quality w/ Tmpeg."

    Without losing quality, no.

If they are VCD compliant files they usually are huge. But you can safely burn 74 minutes of video on a 74 minute cd regardless of filesize. or 80 minutes on a 80 minute cd. If it's any more than that, it has to be split into two parts and then burnt. Many good guides are available.Changing the filesize gets away from vcd format and may or may not play on standalone DVD Players. You then get into what they call XVCD. Quality of course will not be as good if you drop the bitrate

is it better to drop the bit rate on the audio or the video? assuming the original video at 681 and audio at 348

i myself would probably drop the audio somewhat. Files at VCD resolution don't look all that wonderful to me anyway. I can usually put up with worse sounding audio but need my eye candy

sorry forgot to mention that the audio can be dropped to 224 without probably sounding real bad after that it's debatable
