bad vcd encoding?

hi.
i have enconded an avi to vcd using TMPGenc, when i try to burn this vcd with Nero it says the file is not a vcd format or invalid format and starts to encode the itself.
why is this happening?

Sometimes NERO will complain. In those cases, it may be better to turn off standard compliance and tell NERO to burn only.
