ntsc to pal convertion: question

Is it possible to encode a NTSC (29,97fps) AVI file to a PAL (25fps) MPEG-1 file without sync problems?

I know that if I re-encode a NTSC MPEG-file to a PAL MPEG-file, there are no sync probs. (Using TempEnc)

I could of cource just try it, but I thought i could check first and save time..

Yes, you should be able to just fine.
