svcd quality with WinOnCd

I'm making svcd's with WinOnCd but not getting good enough quality for large screen tv. I know it could be better because I was given a vcd and a svcd with great picture quality. I can't ask that creator how it was done because it's a friend of a friend. Every divX source I try has a different resolution. What's the trick to good picture quality?
I'm definitely new.
