Mpeg??????

hello...i was wondering if anyone can help me in finding a MPEG editor to turn a MPEG 4:3 aspect ratio into a 16:9 aspect ratio....the problem i'm having is i have some MPEG clips that i have and i want to convert them to make the picture sharper....all help much appreciated
