No change in audio quality after encoding???

I have a movie in avi. form on my computer that I am trying to burn. The audio of the movie is MPEG Layer-3, 55 kBit/s, 22,050 Hz, Stereo. It is real crappy sounding when I play it. So I re-encoded the audio only and set it to mpeg layer-1, 192kbit/s, 44100 Hz, stereo.....when i playback that audio file, it still sounds the same as what i started with.....why didnt it change the quality of it when i did this???

    PLEASE SOMEONE HELP ME...

If it's a lousy audio file to start with, simply changing to higher settings will not improve it...
