Pal to NTSC

I have some VHS tapesin Pal format that I want to save it onto VCD NTSC format. I have a MSI hardware capture card that I can record the VHS tape. Which format should I save it to and which software program can I use to convert the Pal to NTSC on VCD so that I can play the VCD in the DVD player [ NTSC ]

Save/Capture it in MPEG1 format.

Use TMPGEnc for conversion to (NTSC) VCD format.

Use NERO to (only) burn as VCD.
