What is Best way to convert PAL Dvd to NTSC or PAL SVCD to NTSC

Just recently got into authoring flicks off the net to SVCD and DVD,etc...

Some are in PAL and I would like to play them on NTSC standalone players not just on a PC with PowerDVD XP...

What is best method? I have read about converting them to AVI, then using AVIsynth with plugins as well as using Tmpenc.etc...

ANy advice would be most appreciated!

Any digital video problem to do with movies downloaded off P2P should be in the P2P forum, because many forum members do not want to reply (or view) posts that suggests piracy may have been involved at one point or another.
