    What is inverse telecine in tmpeg?

    In tmpeg I have inverse telecine checked and want to know if thats a default.I'm converting divx to svcd and want top quality so I'm gonna ask some more questions.

    IVTC or Inverse Telecine is the process of converting 29.970fps Interlaced video into a 23.976fps Progressive video.

      ok,I got understand that now.
      Now when converting divx to svcd,Is the tmpeg wizard the best way to do it?

          Any little changes after the wizard to increase quality?LIke setting motion to normal or rate control mode to constant quality?

            Setarip, Inverse telecine converts 29/frames to 23/frames,but what if the video is already 23/frames?why does it do it automatic?
