whats the best program for vcd streams

ok i have a Burnstar LJ-950 (or Linkway LJ-950, Mirage LJ-950), the company in the UK has gone kinda silent since ive tried to get support on vcd playback problems. so to give there player a last chance to redeem itself, is there a mpeg encoder which will create an mpeg stream more compatible than tmpgenc? also which is the best software for authoring and burning said mpg files.

I often use Honestech MPEG Encoder 4.0 to create VCD or SVCD formats when TMPGenc acts up.
