I am using TMPenc to encode an avi file to SVCD. I have choosen VBR and selected the file size to be 195 % of disk (to make movie fit on two disks). I will then change the header to VCD as my dvd player will not play SVCD. I have changed a standard SVCD this way and it worked fine on my player. I have not yet tried this method on a VBR file. Will it work?

It should work fine, but to gain those few extra KB's of video bitrate, put the percentage to ~202%, because tmpgenc gives you some "wiggle room" anyway.Did you know you can SEARCH the forum? Fixes common problems too:
