Please, can anyone give me a link of a usable CCE tutorial.
Do i need to write scripts for CCE, like it is for AVISynth?

Is it posible to start TMPGEnc on less then P6 machine, like P5?

Yes.

According to the TMPGEnc website:

"Requirements:

CPU : PentiumIII 500MHz or higher is recommended (Slower than PentiumIII 500MHz might work OK, but we can not guarantee the performance.)
RAM : 64MB or higher
HD : Enough space to save movie/temporary file on HDD (depends on movie, at least 100MB)
OS : Windows98/Me/NT4.0/2000/XP"

I have made a couple of VCD's with TMPGEnc on a celeron 300A, and is working fine (win95b & win98). But i have i p200mmx and whenever i start TMPGEnc it freezes the OS and only hard reset will make a difference. I have tried win95b, win95c and win98, all the same.

So i thought i'll give it a try with CCE.
(Xing Mpeg makes a bad picture & LSX mpeg is too slow)
I need something simple for start, to make a script. Something like:

input file:
resolution 352x288
output file:

and that's it.

Can you instruct me how to make this or point me to some tutorial?

here is the supported CPU list of the CCE Basic

Xeon processor
Pentium 4 processor
Pentium M processor
Pentium III processor
Celeron processor (533AMHz or greater)
Mobile Celeron processor (400A/450/500MHz or greater)
AMD Athlon processor
AMD Duron processor

but to answer your question.....

you can use "FITCD" to create avisynth scripts for the use
with avifiles and CCE....

maybe it will also work on a Pentium II 200mhz but this will take a loooong time.....you better think of upgrading your system!!
