VHS to VCD

Does anyone know how to convert a VHS Tape to make it into a VCD. What program and hardware do I need. I have been very successful completing DVD2VCD but would also like to convert VHS.

Hardware:
1) TV capture card for PC
2) connection to your VCR

Software:
in my opinion there are 3 possiblities:
1) freeVCR for capture avi
2) virtualdub for avi
3) CinePlayer (doesnt work in Win2000) for records straight to specific mpeg1/2 format

Thanks for the quick response.

Is there a site that I can find the programs and will they give some basic instructions. I have tried Dazzle and it seems to lose it's audio during capture.
