VCD issue

if i extract a video out from a vcd and edit on it, when i encode it in mpg(vcd) format, will I face a drop in the video quality?

Re-encoding anything always makes detoriorates the video, however, this will only be very minimal and likely wont show on your tv screen when watching the vcd.
