Resizing/cropping an avi/Mpeg2 with Flask or ?

how do you crop and resize an avi or mpeg2 file in Flask or whatever on it's own with out all those dam plug in's that never seem to work. As i need to resize and crop so i can fit a bit more Mpeg2 file on a blank 80 min CD (more than 35 min) if possible.

i tried your plain vanilla Mpeg2 conversion some months back and it worked just fine and i never thanked you for it as you loose time messing around with this stuff (well i do anyway)
