resolution

i m very new at this so im sorta still feeling my way around.if someone could please tell me if its possible to fix the resolution on a file that was downloaded. when i play the file either on the pc or when i have burned it to svcd its like watching a streaming video with a dial up modem. i can see the pixels like watching a satellite signal during a rain storm. can this file be redone to have better resolution or should i just try to find a better file? please let me know and thanx

You cannot attain higher quality, then that of the original source. If the original source is of low quality, then you cannot improve it much.
