Resize to burn to a DVD

hi,
I have a video AVI file that it's size is 512x416. In order to burn it to a PAL VCD and be able to play it at most DVD players, do I have to resize it to 352x240? Because the size is going to be smaller, is it going to affect the quality of the video if played on a larger TV?

In the PAL world, you'll have to resize it to 352x288. Due to television's lower resolution, you won't see any lesser quality...
