TMPGenc problem. I need a help

I'm a new in the forum and a new in video editing.
I have a Studio DV7 and it's doing simple editing for the movie but
SVCD encoding working bad. It's like out of focus.
So, I'm trying TMPGenc for a few days, trying diferent setting
for the SVCD NTSCmovie, 2VBR, Bitrate 1950/950 , no filters.
Or few other settings : Bitrate 2520/300,2VBR or CBR ......
Everytime I getting better quality than Studio 7 making,
but it's look not smooth if some object moving.It's look like moving by steps (sorry for terrible English ,but I don't know how
exectly describe this problem). In short it's difficult to see such
movie.

I'm sure it's not my PC ( I have Pentium-III 733 MHZ) because after Studio 7 encoding it's looks smooth. I just don't like the quality of their MPEG.

Could somebody help me with the settings. Actually I'm trying with the best settings from www.vcdhelp.com but it doesn't help.
I don't know what the problem.

I also use Studio 7 BUT not its svcd output function (it is crap!). Ok here is how I do it.

I capture the video from the camera and compose my video in S7 (with titles, transitions, special effects, etc) and then output it to the hardrive in AVI format using the DV codec. You don't get any loss this way and it incorporates you titles and such into one file.

Next I use a program called DVD2SVCD (available at www.doom9.org in the d/l section - guide is there also). Besides being able to convert dvds, this program will accept avi also.

In this prog you have your choice of using the Cinema Craft encoder or the TMPGE encoder. I haven't messed around with tmpge yet so I can't help you with its settings but I get great output with the cce encoder with the following settings.

1. Leave the video interlaced (if you de-interlace you get the steppy looking video when you play it on the computer).

2. Use the sharpen filter (range from .40 to .60 - adjust to your pref)

3. Use the Tem Soften filter (range around 3,2 - I know you thinking a sharpen filter AND a soften filter but the sharpen filter takes care of the blurriness in camcorder DV recordings and the soften filter makes people's faces look better. Just play around and see how you like it.

4. On the Conv tab you will see a start button. Pressing this will open a menu with a option to see a single frame preview. While you are looking at this frame you can adjust your filters and see what the different settings will make your final video look like. When you change a filter setting, uncheck the box next to the filter and then recheck it to see the difference.

5. The guide will explain any other options you might be interested in.

Try it out. Works Great for me.

I'll try this DVD2SVCD encoder in a couple days.
I want compare results with Studio7.
I found the problem with my TMPGenc : it was NTSCfilm seting
that gave me 23.9 frame per sec. When I tried to choose just NTSC it's switced to 29.97fps. So , the movie looking smooth,
but anyway the quality not much better than Studio 7.
I'm using DV compression of AVI file in Studio7.
I did a lot of times encoding with TMPGenc with different
settings but it's looks anyway jerky , like out of focus for
moving object.
If the object doesn't
move and it close it's looks fine , but if the moving object located
more then about 20m ( ~7ft) it's looks jerky.
Probably I'll need to spend more time for others encoders, like
DVD2SVCD.

By the way : if I'll try to encode my AVI to DVD format will I get
better results than SVCD ?
